Simple Page Head title logic

Does anyone know the reason why the following code was changed (comment out and new line added) in Simple Page Head?

simplepagehead-0.60
include.php?
~lines 101-103:

if ($the_title=='') {$the_title = $wb->page_title; }
		//if (strlen($the_title) < 15) {$the_title = WEBSITE_TITLE. " - " .$the_title; }
		if (WEBSITE_TITLE != $the_title) {$the_title = WEBSITE_TITLE. " - " .$the_title; }

From my limited understanding of this code, the only way that the "$wb->page_title" can stand on it's own, is if it exactly matches the "WEBSITE_TITLE".  Otherwise the "WEBSITE_TITLE" will always be appended to the front of the "$wb->page_title".  Is there a specific benefit to this?

I like to have the WEBSITE_TITLE before the Home "$wb->page_title", but after all other page titles.  My plan is to revert the change, but first I wanted to find out if there was a specific reason this change was made.
